The fifth cougar to succumb to the plague in recent years was found at the southern end of Grand Teton National Park in recent days. The female cat was known in the area of Jackson, Wyoming for wandering around the region. The 6 year old cat found by biologists was tagged with a global positioning system collar. The plague is naturally occurring in the area. Plague is an infectious disease caused by the bacterium, Yersinia pestis. It is found in animals throughout the world, most commonly rats but other rodents like ground squirrels, prairie dogs, chipmunks, rabbits and voles. Fleas typically serve as the vector of plague. People can also get infected through direct contact with an infected animal, through inhalation and in the case of pneumonic plague, person to person.

The proposed facility will be operated under the authority of the United States Department of Homeland Security. The facility, which is not yet built, will be located in Manhattan, Kansas. The 520,000 square-foot facility is scheduled to begin construction in 2010, become operational by 2014, and employ up to 300 people. The new facility will research "high-consequence biological threats involving human, zoonotic (i.e., transmitted from animals to humans), and foreign animal diseases."[1] Included among the diseases to be studied at the research lab are: Foot-and-mouth disease, classical swine fever, African swine fever and contagious bovinepleuropneumonia. Also in 2008, Republican Bobby Jindal took over as the governor of Louisiana. He was the first Indian-American elected to that office in the United States. At 36, he also was the nation's youngest governor. And, a report says the United States' roads, bridges, dams and sewer systems are in such major disrepair that fixing infrastructure could cost $1.6 trillion.
