Banks face up to $300 billion in losses on loans made for commercial property and development, according to a report released Thursday by the Congressional Oversight Panel. The panel monitors the government's efforts to stabilize the financial system. The report says the defaults could lead to reduced lending and cause the eviction of families from rental properties. Bank failures also could contribute to job losses and hurt the economic recovery. Smaller banks are more vulnerable to the losses than their larger Wall Street counterparts. Russian foreign minister arrives in Cuba to improve trade
Russian Foreign Minister Sergei Lavrov will arrive in Cuba on Thursday on a three-day visit which will focus on the development of bilateral economic ties.
The Russian foreign minister is scheduled to meet with the Cuban leadership and hold talks with his Cuban counterpart Bruno Rodriguez Parrilla.
Commenting on the upcoming visit, Foreign Ministry's spokesman Andrei Nesterenko said "the current trade, which totals $260 million, does not reflect the bilateral trade potential," and Moscow was hoping to diversify its economic and investment ties with Cuba.
Joint projects in electric power industry, transportation, pharmaceutics and high-tech industry are among the key areas in the future economic cooperation between the two countries, Nesterenko said.
Moscow earlier said that Russian-Cuban relations could serve as the starting point to advance Russia's interests in the entire Latin American region.
Lavrov will visit also visit Nicaragua and Guatemala on February 14-15 respectively and Mexico on February 15-16 as part of his Latin American tour.

Cuba sharply reduces US food imports amid hardship
HAVANA -- Cuba has slashed food and agriculture imports from the United States - its largest food supplier despite decades of sour relations - as the communist government tightens its belt in the face of a crippling economic malaise.
Imports fell 26 percent in 2009 to $528 million, after peaking at $710 million the year before, according to a report Wednesday by the New York-based U.S.-Cuba Economic Trade Council, which provides nonpartisan commercial and economic information about the island and claims to have no position on policy.
"The decrease has nothing to do with U.S. regulations, U.S. law or U.S. policy," said John Kavulich, a senior policy analyst at the council. "It is a function of Cuba not having the resources."

Stretched military halts cleanup of Florida 'tire reef'
Military divers are being pulled off a project to clean up an artificial reef off the coast of Florida that turned into an environmental disaster.
The divers have spent the last three summers pulling up thousands of tires a mile off the beach at Fort Lauderdale.
Hundreds of thousands were sunk there in 1972 in hopes they would turn into a coral reef. But nothing grew and they became scattered across the ocean floor, damaging real coral reefs.
The military began cleaning up the tires as a training exercise at no cost to the state.
But now a Pentagon official says the diving crews are being stretched too thin by two wars and helping repair port facilities damaged by the earthquake in Haiti.
The earliest the cleanup could continue is 2012.
US agency to review threats for 82 coral species
U.S. officials said Wednesday they have begun a review to determine if dozens of coral species off Florida, Hawaii and island territories of the Caribbean and Pacific should be listed as "threatened" or "endangered."
Protection under the Endangered Species Act would allow more coral reef conservation, as activities ranging from fishing, dumping, dredging and offshore oil development would be subject to stricter regulatory scrutiny.
