Stability Police Force (SPF) created in the U.S. Marshals Service and staffed by a 6,000 member “hybrid option”

Security requires a mix of military and police forces to deal with a range of threats from insurgents to criminal organizations. This research examines the creation of a high-end police force, which the authors call a Stability Police Force (SPF).

The study considers what size force is necessary, how responsive it needs to be, where in the government it might be located, what capabilities it should have, how it could be staffed, and its cost.

This monograph also considers several options for locating this force within the U.S. government, including the U.S. Marshals Service, the U.S. Secret Service, the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the Department of State, and the U.S. Army's Military Police.

The authors conclude that an SPF containing 6,000 people — created in the U.S. Marshals Service and staffed by a “hybrid option,” in which SPF members are federal police officers seconded to federal, state, and local police agencies when not deployed — would be the most effective of the options considered.

The Stability Police Force (SPF) would be able to deploy in 30 days. The cost for this option would be $637.3 million annually, in FY2007 dollars.

Regulators were informed of each of those violations as they occurred. But regulatory records show that fewer than 6 percent of the water systems that broke the law were ever fined or punished by state or federal officials, including those at the Environmental Protection Agency, which has ultimate responsibility for enforcing standards.

December 7, 2009 - Vulture funds are private companies that buy up impoverished countries’ old debt, usually for pennies on the dollar. They wait until a country receives international cancellation of its other debts – a process that is intended to enable governments to engage in desperately needed education and health spending – and then sue the country in U.S. or European courts for the full face value of the debt, plus extra charges, for a huge profit.

Liberia is the most recent country to fall into the talons of a “vulture fund.” Last week, British courts ruled that Liberia has to pay $20 million to two vulture funds, Wall Capital Ltd. and Hamsah Investments, for a debt that dates back to 1978.

Liberia’s case shows how critical the fight against vultures is. We must work to end their predatory practices before any more countries have to suffer – and before any more bankers get rich off the backs of the world’s most impoverished.

The Stop VULTURE Funds Act is a bill currently in the House of Representatives, which would take away the ability and incentive for vulture funds to make exorbitant amounts of money off of the most impoverished by limiting the interest rates they can charge. The bill would also require private creditors to disclose much more information about their own business practices before they can sue a poor country in U.S. courts – including how much they paid for the debt in the first place.

An international team of scientists that includes an astronomer from Princeton University has made the first direct observation of a planet-like object orbiting a star similar to the sun.

The finding marks the first discovery made with the world’s newest planet-hunting instrument on the Hawaii-based Subaru Telescope and is the first fruit of a novel research collaboration announced by the University in January.

The object, known as GJ 758 B, could be either a large planet or a “failed star,” also known as a brown dwarf. The faint companion to the sun-like star GJ 758 is estimated to be 10 to 40 times as massive as Jupiter and is a “near neighbor” in our Milky Way galaxy, hovering a mere 300 trillion miles from Earth.

Mara Proctor used to design limestone hearths and columns for luxury homes near Kansas City, drawing on her college education and six years of training.

These days, she's leading customers around a store that sells sculptured snowmen and Santa figurines.

It isn't by choice. Until a few weeks ago, Proctor was among the record 5.9 million Americans who have been jobless for at least six months. Now she belongs to a subset of that group: Out-of-work professionals and managers, engineers and teachers who have turned, in desperation, to holiday-season jobs as sales clerks.

Retailers report a surge in applications this year from professionals who had never applied for such jobs before.

"You'll find Wall Street stock brokers and small business owners trying to find temporary retail jobs during the holidays," said Ellen Davis, vice president of the National Retail Federation.

The pay is low, the jobs temporary. And the work is hardly equal to their experience or expertise. Yet the nation's unemployment crisis left these people jobless so much longer than they'd expected that many count themselves fortunate to have anything.

Laid off eight months ago, Proctor said she figured, "OK, I'll do the unemployment thing for a couple of weeks and get a new job."

"It was very naive," she said. "You start calling all your contacts, and you find out they're all laid off, too, so your contacts list doesn't mean anything."

In a bleak labor market, holiday-season hiring has meant at least a respite for many long-term unemployed. Not that it's easy to land even these jobs. Most retailers have cut back. And overall in the economy, six applicants, on average, are competing for each opening — compared with just 1.7 workers per opening when the recession began in December 2007.

For the stores, though, the availability of clerks with experience managing or working effectively with co-workers is a luxury. They've been able to cull the excellent from the merely qualified.

"It enables us to be somewhat more selective and hire a higher-caliber" clerk, said Glenn Album, vice president of human resources at Toys R Us. Album said the company this year has hired, among others, former teachers and an accountant.

"What's great with the higher-caliber team members is there is much, much better service in the store," he said ... FULL STORY
