Interest Rates Are Low, but Banks Balk at Refinancing
12-13-2009 • NY Times
Mortgage rates in the US have dropped to their lowest levels since the 1940s, thanks to a trillion-dollar intervention by the federal government. Yet the banks are imposing such stringent requirements that many homeowners are effectively locked out.

HOMELESS NEWS
Web Ad Prompts Dozens to Help Colorado Springs Homeless
is grabbing the attention of the more fortunate.
Posted: 8:04 PM Dec 13, 2009
Annie Gaffney posted an ad on craigslist.com saying she wanted to spend her birthday collecting and distributing items to homeless camps near downtown.
As Southern Colorado braces for another week with below-freezing overnight temperatures, the hundreds of people living in the so-called 'tent cities' hope they have enough wood and propane to stay warm.
About two dozen people showed up Sunday with supplies to America The Beautiful Park eager to help. "Its heartbreaking to see people struggle," said Gaffney. “I'm just completely in shock with how many people showed up with so much help.”
"I'm really surprised," said Bill, a member of the homeless camp along Fountain Creek. Bill has been homeless since the summer, and he's very thankful for the gifts.
A short drive up the road, 11 News finds a young couple living under the freeway on-ramp. "We're really excited, just the fact of wood made us happy cause it keeps us warm," said Carissa.
"It actually boosts my spirits. It actually shows that people are starting to care more," said Chris.
Support beams are used as food pantries and tarps hang to block the wind in the camp Carissa and Chris set up below the interstate.
"You just gotta do what you gotta do,” said Bill. “Cause if you give up, then you lose."
Every single volunteer hopes the donated supplies will help the homeless stay warm, as the cold night air sets in.
At last Monday’s city council meeting, the Colorado Springs Police Department presented a new ordinance looking to make camping on city property and in city parks illegal. The council said the ordinance did not have sufficient information. After more research is done, the proposal will be brought to the council in February.
Gaffney says she's planning another donation drop off next Sunday. If you’d like more information on how to help her out, you can send an email to annmarie1341@msn.com.
Mexico's drug cartels siphon liquid gold - Bold theft of $1 billion in oil, resold in U.S., has dealt a major blow to the treasury
MALTRATA, MEXICO -- Drug traffickers employing high-tech drills, miles of rubber hose and a fleet of stolen tanker trucks have siphoned more than $1 billion worth of oil from Mexico's pipelines over the past two years, in a vast and audacious conspiracy that is bleeding the national treasury, according to U.S. and Mexican law enforcement officials and the state-run oil company.
Using sophisticated smuggling networks, the traffickers have transported a portion of the pilfered petroleum across the border to sell to U.S. companies, some of which knew that it was stolen, according to court documents and interviews with American officials involved in an expanding investigation of oil services firms in Texas.
The widespread theft of Mexico's most vital national resource by criminal organizations represents a costly new front in President Felipe Calderón's war against the drug cartels, and it shows how the traffickers are rapidly evolving from traditional narcotics smuggling to activities as diverse as oil theft, transport and sales.

Venezuelan Chavez said Hillary Clinton's warning to Latin American nations about their ties with Iran was "an overt threat" to his country and Boliva
During a gathering of leftist leaders in Cuba, Chavez said Clinton's words were among "clear signs of an imperial offensive" targeting what he called "progressive forces" in Latin America.
Chavez is the most outspoken U.S. critic in Latin America.
He is among several regional presidents to strengthen diplomatic and commercial ties with Iran despite mounting international pressure on the Islamic Republic over its nuclear ambitions. Iranian President Mahmoud Ahmadinejad visited Brazil, Bolivia and Venezuela in late November.
Clinton warned Latin American countries last week against becoming too closely involved with Iran, saying that doing so was "a really bad idea" that could have consequences for them.
Her remarks drew criticism from Bolivia's Foreign Ministry and from Chavez.
"It's an overt threat," Chavez told reporters in Cuba. "Her declarations are like a threat, especially at Venezuela and Bolivia."
Along with Chavez, Bolivia's Evo Morales and Ecuador's Rafael Correa are fierce critics of U.S. foreign policy and recently have forged closer ties with Iran, Russia and other countries.

Record cold forecast for 'Global Warming Summit' in Copenhagen
The Weather Underground people are forecasting low temperatures of 21°, 17° and 22° in Copenhagen, respectively, for Wednesday, Thursday and Friday. The record lows for those dates are 24°, 19° and 19°.
Now it could be that the weather history that Weather Underground uses does not go back that far.
But then again, the Global Warming crowd ignores data that shows the Middle Ages were much warmer than today.
The normal temperature range for Copenhagen in January is 29° to 36°.
Other forecasts say it will be only slightly colder, no record.
Sunday marked the coldest Dec. 13 in Edmonton’s history.
Environment Canada recorded a frigid -46.1 C, or -58.4 C with wind chill, at the Edmonton International Airport at 5 a.m., Environment Canada meteorologist Pierre Lessard said.
The old record of -36.1 C was set last year, he said.
“To break a temperature by 10 degrees is very exceptional,” said Lessard.
A ridge of frigid Arctic air has hit all the prairie provinces this weekend, causing record-low temperatures in many parts of northern Alberta, Lessard said.

Blogger: US air strikes kill ‘exactly 30′ enemies every time
The unnamed military affairs blogger has published a list of recent air strikes against militants in Afghanistan and Pakistan, and an amazing pattern has emerged: It seems that just about every time an air strike is reported in the news, the Taliban casualty figure cited is 30.
Citing the Moon of Alabama blog, which made a similar argument this spring, Security Crank linked to 12 news reports of separate air strike incidents since the start of the year in which the number of Taliban or insurgent casualties was reported to be 30, in most cases citing US military officials.
Not 29, not 31. Thirty.
What does this mean? For the Security Crank, it means we just shouldn't believe the numbers.

Webster G. Tarpley | Obama Declares War On Pakistan
By Webster G. Tarpley
WASHINGTON, DC -- Obama's West Point speech of December 1 represents far more than the obvious brutal escalation in Afghanistan -- it is nothing less than a declaration of all-out war by the United States against Pakistan . This is a brand-new war, a much wider war now targeting Pakistan , a country of 160 million people armed with nuclear weapons. In the process, Afghanistan is scheduled to be broken up. This is no longer the Bush Cheney Afghan war we have known in the past. This is something immensely bigger: the attempt to destroy the Pakistani central government in Islamabad and to sink that country into a chaos of civil war, Balkanization, subdivision and general mayhem. The chosen strategy is to massively export the Afghan civil war into Pakistan and beyond, fracturing Pakistan along ethnic lines. It is an oblique war using fourth-generation or guerrilla warfare techniques to assail a country which the United States and its associates in aggression are far too weak to attack directly. In this war, the Taliban are employed as US proxies. This aggression against Pakistan is Obama's attempt to wage the Great Game against the hub of Central Asia and Eurasia or more generally.
US DETERRED FROM OPEN WAR BY PAKISTAN 'S NUKES
The ongoing civil war in Afghanistan is merely a pretext, a cover story designed to provide the United States with a springboard for a geopolitical destabilization campaign in the entire region which cannot be publicly avowed. In the blunt cynical world of imperialist aggression à la Bush and Cheney, a pretext might have been manufactured to attack Pakistan directly. But Pakistan is far too large ....

Members of Congress, like their constituents, are squeamish about such ideas, instead suggesting spending cuts or higher taxes on the rich. US Iraq jail an 'al-Qaeda school' --'The Americans send those they want dead to extremist camps.' 12 Dec 2009 Extremists held in a US-run detention centre in Iraq were allowed to teach fellow detainees how to use explosives and become suicide bombers, a former inmate has told Al Jazeera. Adel Jasim Mohammed, a former detainee of Camp Bucca near Umm Qasr, said that US officials did nothing to stop radicals from indoctrinating young detainees at the camp. "Extremists had freedom to educate the young detainees. I saw them giving courses using classroom boards on how to use explosives, weapons and how to become suicide bombers," Mohammed said. "For the Americans we felt it was normal. They did not stop them [the radicals]."
Blackwater Loses a Job for the C.I.A. 12 Dec 2009 The Central Intelligence Agency has terminated a contract with the security company terrorist group formerly called Blackwater Worldwide that allowed the company to load bombs on C.I.A. drones in Pakistan and Afghanistan, intelligence officials said Friday. The contract gave employees with the company an operational role in one of the Central Intelligence Agency’s most significant covert programs, which has killed dozens of militants hundreds of civilians with Predator and Reaper drones. The company’s involvement highlighted the extent to which the C.I.A. had outsourced critical jobs to private companies since the 9/11 attacks.
Blackwater operating at CIA Pakistan base, ex-official says --Contractor said to be helping to load missiles 11 Dec 2009 The US contractor terrorist group Blackwater is operating in Pakistan at a secret CIA airfield used for launching drone attacks, according to a former US official, despite repeated government denials that the company is in the country. The official, who had direct knowledge of the operation, said that employees with Blackwater, now renamed Xe Services, patrol the area round the Shamsi airbase in Baluchistan province. He also confirmed that Blackwater employees help to load laser-guided Hellfire missiles on to CIA-operated drones that target 'al-Qaida' members suspected of hiding in the Afghanistan-Pakistan border regions, confirming information that surfaced in the US media in the summer.
Mercenaries? CIA Says Expanded Role for Contractors Legitimate --Blackwater, Other Firms Said to Be "Hired Guns" in Iraq, Afghanistan -- Combat Role Would Be Against U.S. Law 11 Dec 2009 The CIA and the military special forces have quietly expanded the role of private contractors, including Blackwater, to include their involvement in raids and secret paramilitary operations in Afghanistan, Pakistan and Iraq, four current and former U.S. military and intelligence officers tell ABC News. American law specifically prohibits the use of private soldiers or mercenaries in combat, according to Jonathan Turley, a professor of public interest law at George Washington University. "The United States Congress has never approved the use of private contractors for combat operations," Turley told ABC News in an interview.
Untouchable: Blair to give Iraq War evidence in secret --Former PM was happy to discuss invasion with Fern Britton on TV show – but the Chilcot inquiry will hear his crucial testimony behind closed doors 13 Dec 2009 Key parts of Tony Blair's evidence to the Chilcot inquiry into the Iraq War will be held in secret, sources close to the hearings revealed last night. His conversations with President George Bush when he was prime minister, and crucial details of the decision-making process that led Britain into war, will fall under the scope of national security and the protection of Britain's relations with the US. But there are also suggestions by well-placed sources that anything "interesting" will also be shrouded in secrecy, leaving his public appearance containing little more than is already known.

The West Qurna Phase Two oilfield, with a massive 12.9 billion barrels of reserves, is expected to produce fierce competition among the 30-odd international oil companies that braved the threat of violence and attacks to come to Baghdad. [What happened to the insurgency? Obviously, Blackwater is protecting these oil f*ckers.]

New maritime security law will deputize U.S. officers "in every part of Canada" during integrated operations By Stuart Trew 12 Dec 2009 Bill C-60, the Keeping Canadians Safe (Protecting Borders) Act, is being sold by Van Loan and Nicholson as a way to "strengthen cooperative bilateral policing efforts to stem the flow of cross-border criminal activity in shared waterways and further protect community safety and security in Canada." It is the legislative face of a cross-border "Shiprider" agreement... signed this May by Van Loan and U.S. Homeland Security czar Janet Napolitano. But Bill C-60 will go further than coastal waters. Protests in Copenhagen: Rights groups press for inquiry into police tactics 13 Dec 2009 Denmark may be breaching European law, Danish human rights groups claimed tonight as they called for their government to launch an immediate inquiry after police in Copenhagen used controversial kettling and mass preventative arrest tactics for the third day running. Following the arrest of 68 people on Friday, and 958 yesterday on Saturday, police today arrested 257 demonstrators, "kettling" a section of a march near Osterport station, and as they had done on Saturday, cuffed the protesters and put them onto buses transporting them to a detention centre... A protester from Germany, Chris, who asked not to give his surname, described the way that the detainees were made to sit: "With our legs on either side of the people in front of us, and then leaning on the person behind us, with our hands still cuffed behind our backs. It was very painful for the person behind you and you were in pain from the person in front of you. It looks like Guantánamo when you see it." He described being kept in cages, constructed by police for holding detainees: "You have a cold solid floor and four mesh walls and a mesh ceiling, and outside cops walking around with dogs."

On Saturday, 968 others were arrested at a mass demonstration that attracted more than 60,000 people. Most were released within a few hours but activists complained that the sweeping arrests were indiscriminate and heavy handed.

Previous lead stories: Obama reaffirms Bush opposition to verifying stockpiles of anthrax, smallpox --In 2001, the Bush administration abruptly withdrew from lengthy negotiations to create a verification regimen. 09 Dec 2009 The Obama administration plans to announce a new policy on Wednesday to curb the spread of biological weapons, but it will reaffirm the Bush regime’s opposition to an international regimen for verifying stockpiles of anthrax, smallpox and other agents. The policy, to be disclosed in a speech in Geneva by the undersecretary of state for arms control and international security, Ellen O. Tauscher, will focus on increasing health security to reduce the impact of outbreaks of infectious disease, whether natural or man-made, administration officials said Tuesday. The United States, these officials said, will pledge to strengthen the Biological Weapons Convention, a 1975 treaty barring the development, production and stockpiling of biological and toxin weapons. But Ms. Tauscher will declare that the Obama administration does not support efforts to create a mechanism for monitoring compliance with the treaty because, a senior administration official said, supplies of biological weapons are "too difficult to verify."
